(1) FIFA publishes International Transfer Snapshot (8 September 2022)

-USD 5.00 billion spent on international transfers involving male professional players

-684 international transfers involving female professional players–a 14.4% increase compared to the same period in 2021

-Total amount of service fees for club agents declared in transfers during mid-year registration window of 2022 was USD 494.4 million

According to the report, transfers showed a strong recovery with the number of transfers for men at a new all-time high and an increase of almost 30% in the total spent on transfer fees. In the women’s game, the number of transfers during the mid-year registration period increased for the fifth year in a row.

(2) FIFA publishes 2022 edition of Legal Handbook (5 September 2022)

FIFA has today published the 2022 edition of its Legal Handbook, which features a unique overview of the latest regulations, statutory documents and circulars issued by world football’s governing body, thus providing valuable support to the football community at large.

Following the publication of the FIFA Legal Handbook in 2020 and 2021, the 2022 edition includes the recent changes and amendments to all regulations and rules applicable to football organisations and matches.

The Legal Handbook also contains the Regulations for the FIFA World Cup Qatar 2022™ and the updated versions of the FIFA Statutes, the Regulations on the Status and Transfer of Players and the Procedural Rules Governing the Football Tribunal.

(2) 国际足联发布2022年版《法律手册》(2022年9月5日)

国际足联今日发布了2022年版的《法律手册》，该手册以独特的方式概述了世界足球管理机构发布的最新法规、法定文件和通知，从而为整个足球界提供了宝贵的支持。

(3) FIFA to launch FIFA+ Collect (2 September 2022)

-FIFA+ Collect is a new platform allowing fans to own and collect FIFA World Cup™ and FIFA Women’s World Cup™ moments.

-FIFA+ Collect will be available later this month and is affordable, inclusive and accessible to all football fans.

-Fans can join the community on Social Media receive updates on future collections.

(4) Adjudicatory chamber of the independent Ethics Committee sanctions Obert Zhoya (1 September 2022)

The adjudicatory chamber of the independent Ethics Committee has banned Mr Obert Zhoya, former secretary general of the Referees Committee of the Zimbabwe Football Association (ZIFA) from all football-related activities for a duration of five years, after having found him guilty of abusing his position to sexually harass three female ZIFA referees. In addition, the adjudicatory chamber imposed a fine amounting to CHF 20,000 on Mr Zhoya.

(5) FIFA lifts suspension of All India Football Federation (27 August 2022)

On 16 August 2022, the Bureau of the FIFA Council has unanimously decided to suspend the All India Football Federation (AIFF) with immediate effect due to undue influence from third parties, which constitutes a serious violation of the FIFA Statutes.

On 27 August 2022, the Bureau of the FIFA Council has decided to lift the suspension that was imposed on the All India Football Federation (AIFF) due to undue third-party influence.

The decision was taken after FIFA received confirmation that the mandate of the committee of administrators that was set up to assume the powers of the AIFF Executive Committee had been terminated and that the AIFF administration had regained full control of the AIFF’s daily affairs. FIFA and the AFC will continue to monitor the situation and will support the AIFF in organising its elections in a timely manner.

As a consequence, the FIFA U-17 Women’s World Cup 2022™ scheduled to take place on 11-30 October 2022 will be held in India as planned.

(5) 国际足联解除对印度足球联合会实施的暂停足球活动的决定 (2022年8月27日)

2022年8月16日，国际足联理事会主席团一致决定暂停印度足球联合会（AIFF）的足球活动，该决定立即生效，原因是第三方施加了不当影响，严重违反了国际足联章程。

2022年8月27日，国际足联理事会主席团决定解除因第三方不当影响而对印度足球联合会（AIFF）实施的暂停足球活动的决定。

该决定是在国际足联收到确认后作出的，即为承担印度足球联合会执行委员会的权力而成立的行政人员委员会的授权已经终止，印度足球联合会的行政部门已经重新完全控制了印度足球联合会的日常事务。国际足联和亚足联将持续关注这一情况，并将支持印度足球联合会及时组织选举。

因此，定于2022年10月11日至30日举行的2022年国际足联U-17女子世界杯将按计划在印度举行。

(6) FIFA publishes the Futsal Laws of the Game 2022-23 (15 August 2022)

FIFA publishes the Futsal Laws of the Game 2022-23 on 15 August 2022.

FIFA informs that updates to the Futsal Laws of the Game have been approved by the Bureau of the FIFA Council. The updates incorporate certain futsal-specific changes while also bringing the Laws into line with some modifications recently made in football.

（6）国际足联发布2022-23年五人制足球比赛规则 (2022年8月15日)

国际足联于2022年8月15日发布了2022-23年五人制足球比赛规则。

国际足联通知，五人制足球比赛规则的更新已经被国际足联理事会主席团批准。这些更新内容包含了某些针对五人制足球的修改，同时也使得比赛规则与近期在足球方面的一些修改保持一致。

(7) FIFA Disciplinary Committee suspends players on grounds of doping (15 August 2022)

The FIFA Disciplinary Committee has imposed a four-year period of ineligibility on the following two players for anti-doping rule violations at qualifying matches for the FIFA World Cup Qatar 2022™:

-Salvadorian player Erick Alejandro Rivera, who tested positive for clostebol following a match played on 8 September 2021

-Djiboutian player Sabri Ali Mohamed, who tested positive for exogenously administered testosterone following a match played on 12 November 2021

-FIFA Global Integrity Programme developed in collaboration with UNODC.

-Integrity workshops hosted with all six confederations.

-Programme aimed to boost education and building integrity capacity within 211 member associations.

(3) Qatar to kick off FIFA World Cup 2022 (12 August 2022)

The FIFA World Cup Qatar 2022 will kick off with an even greater celebration for local and international fans as host country Qatar will now play Ecuador on 20 November at 19:00 (local time) as part of a stand-alone event.

The opening match and ceremony of this year’s tournament at Al Bayt Stadium have been brought forward one day following a unanimous decision taken by the Bureau of the FIFA Council on Thursday.

Consequently, the encounter between Senegal and the Netherlands has been rescheduled from 13:00 to 19:00 on Monday, 21 November.

(3) 卡塔尔将开启2022年国际足联世界杯 (2022年8月12日)

2022年国际足联卡塔尔世界杯将以一场更盛大的为当地和国际球迷举办的庆祝活动拉开帷幕，因为在11月20日19:00（当地时间），东道国卡塔尔将与厄瓜多尔比赛，作为独立赛事活动的一部分。

(4) Wu Lei rejoins Shanghai Port (11 August 2022)

China PR international Wu Lei has joined Shanghai Port from Espanyol.

The striker, who signed for Espanyol in 2019, scored 16 goal in 126 appearances for the Spanish side, becoming the first Chinese player to score in the La Liga.

中国国脚武磊已经从皇家西班牙人俱乐部离开，回归上海海港。

(1) CAS registers the appeal filed by Nairo Quintana against the Union Cycliste Internationale (UCI) (1 September 2022)

The Court of Arbitration for Sport (CAS) has registered the appeal filed by the Colombian cyclist Nairo Quintana against the decision issued by the UCI Medical Director on 17 August 2022 (the Challenged Decision) in which he was found to have infringed the UCI Medical Rules (presence of tramadol in-competition) and sanctioned with the disqualification of the results he obtained at the Tour de France 2022 and a fine of CHF 5,000.

(2)CAS dismisses the appeal filed by Cardiff City FC and confirms that the transfer of Emiliano Sala had been fully completed prior to his death (26 August 2022)

The Court of Arbitration for Sport (CAS) has dismissed the appeal filed by Cardiff City Football Club (Cardiff City FC) against Football Club de Nantes (FC Nantes) in relation to the decision issued by the Bureau of the FIFA Players’ Status Committee on 25 September 2019 (the Challenged Decision). The Challenged Decision, in which Cardiff City FC was ordered to pay EUR 6 million to FC Nantes in connection with the transfer of the player Emiliano Sala between the clubs, is confirmed.

The 78-page Arbitral Award is currently subject to a confidentiality review. According to the outcome of such review, the Arbitral Award may be published on the CAS website at a later date.
